OK, here is the calculation (used Excel to get this):
For 113 cities you used 112 scholars. This makes 6328 scholarships.
If you have 12772 scholarships, you generated 19100 scholarships total.
With 18915 scholarships you can train 194 scholars.
You already used 112 scholars, so 194-112 = 82 scholars can be generated
But it says minus 72, so there must be an error.
So, report this as a possible bug to support. Just point them here.
It can be that as the number of saved scholarships is large, an overflow occurred, so it becomes negative.
