I've had problems like this many times in different ways. It usually happens when I send scholars making it even more frustrating. I'll put a timer on and when I come back there is still an hour left to go. This has happened about 3 or 4 times so I know it wasn't me.
Also I'll coordinate attacks and everyone will post when their attacks land and I'll check them again and all the attacks will be arranged differently from when my attack is going to land. It makes coordinating attacks even more difficult.

On W90, I sent my troops to attack a barb city 8mins away, 1.5 hrs later they were 6mins away, I think your timing is a little out.
