i would suggest u to re-install valor.
if that doesn't help, send in a support ticket. but they may take some days to answer as they have a bit of backlog

Quests bug

Under quests, there is a quest which rewards the player with resources, if the player upgrades the city hall to level 10. My city hall has been at level 10 for ages, but this is not being recognized... It only gives an option to 'go to city hall'.
