I have noticed this happen a few times and i have no idea what causes is but every once in a while i will be in my city and tap something when suddenly the bottom half of the screen shows the map, while the top shows my city. when this happens you can move both around as well as select cities and buildings. i have a picture of what it looks like but i have no idea how to show it to you.
