Incorrect. Well partially. Conquered cities count towards your scholar count. if you have 31 cities, you have "used" 30 scholars. You would need a 31st scholar to conquer another city. Then, you would have to buy more scholarships to be able to buy another scholar.

When you have negative scholars, you conquered a city that had scholars out as support or out on an attack. You can either recall the scholars and use them, or attack a barbarian with only the scholars you dont want to kill them.
If you decide to keep the scholars, the only way to get rid of the negative "scholars you can educate" problem is to buy scholarships until you have bought the amount needed to make up for the "free' scholars you have.

Conquering a city with your "free" scholars DOES NOT eliminate the negative scholar count, as I interpreted the previous poster to have said.

It means, you got a scholar from a conquered city for free. Without buying enough scholarship to get the same number of existing scholars. To get it back to normal, you have to buy more scholarships or use that scholar.
