Actually that scale doesn't make sense cause when I level my Bulidings up I don't get the amount of point it says Im suppose to be getting ??

No points for troups yet but I suggested it in ideas section.

I don't know if there is a building-point table anywhere. I didn't see it until now. But I don't get why you would need that.
