It should be R12

The last coordinate 186(1) goes first
The first coordinate 208(2) goes after the 1 making 12

No 208, 186 is where the city is inside the religion named R21

Hey Guys this is à small question i just saw. Saw à city coordinate 208,186, i should say R21 but no its R12? dont we pick The first number 208(2),186(1) so i would say R21, or are we reading here from the back to the front like all arabic countries does? So is this just à bug in all worlds + regions, or what? Just to make people confused?
