That's right, but it is not forbidden either. AND I think that if they got their great amount of scholars looking for barley active players that is game play, isn't that the goal of the game - gaining cities of other players? With or without Scholars in them. So technically it is legal and it works otherwise this tread would not exist.
To say the only alternative way is by second accounts, is in MHO simply wrong. Think of a way of teamwork inside a guild, that by the way would be a strategic decision for a fast grow of your guild starting a world.
But yes using second accounts is a possibility. Is using second accounts cheating? Can’t remember reading something like that, please show me where that is set as rules of the game, because I haven’t read everything yet and most probably never will.
So as a suggestion for to many negative Scholars, why not set a limit of how many negative Scholars one player could get. So if you get by conquering a city over the limit, you get only so many Scholars as to fill that limit and the others DIE. Problem solved, as long as you find a reasonable limit for the negative Scholars a player can have.
