We did have an issue with this recently, it should be all fixed now.

Why is it that I am unable to withdraw my troops from another city? I sent a load of troops to help someone out who seems to have gone AWOL for a while and would like them back but every time I try and get them back I get Error: Could not withdraw/send back support - this happens from any of my cities that I try and recall support.
