So do I understand this correctly, if I am supporting 5 cities I can only send 20 attacks but if I am not supporting any cities I can send 25 attacks?

Also, if I send out the max amount of attacks and all my commanders are out, can I still recieve support? And if so what is the max amount of support I can get?

To be concise, every city has 25 commanders. Every outgoing wave uses a commander until troops return home.

This includes your support to guild mates cities.

0 supported cities = Max 25 attacks
22 supported cities = Max 3 attacks

25 attack from each city ?
i thought it were 20 atk max ? and for the victim, when reaching 40 incoming atk the victim would be in chaos mode.

Some people just send wave after wave to scare you when each one has only a few lancers.

Yes and no. A city can only have 40 attacks incoming at once. When this happens the city goes into chaos and no new attacks are allowed by anyone.

Otherwise, player may farm, raze, scout, suppress, and attempt capture of other cities without limit.

There is a limit he sent 39 attacks but the limit is 40

I thought there was a limit as to how many times a player can attack another city. Between his 2 cities I've had a player attack me 37 times and I STILL have 2 waves incoming. There are so many cheap things in this game it makes it hard to enjoy. Seems to be one thing after another.
