You are in "scholar debt". You conquered a city that had scholars outside when you took over. They are yours now, but you haven't yet bought the scholarships you are supposed to in order to have the extra scholars. The only way to get out of the negative is to buy more scholarships or kill off some of your scholars.

The city you conquered must have some scholars in support in another city. Check your troops in the new city and see if that's the case.

I am in work 19. I recently conquered some cities, but the scholar "available to educate" number is showing -3. Is this a bug? I still have 12 additional scholars to use.
