You will use merchants for trading, they will be busy for both sending and returning. (4 hours trade will actually cost 8 hours)
each merchant can carry 1k goods.
# of merchant is the lvl of market.

That's my understanding.

..maybe you have market lvl 17-20-25 , and still no merchants avalible

The higher market is, the more merchants you get.

Trying to trade but it say's that I don't have any merchants how do I get merchants?
