Add scholars to your attacks such that more than half the troops survive. Your troops will provide enough cover for your scholar to lower the citizens loyalty to the current leader by 20-30%. Once the loyalty hits zero, the citizens revolt, dispose of the current leader, and confirm your scholar as the new leader.
Loyalty regenerates differently per world. If all your scholars hit close together, it only takes 4-5 scholar attacks to capture a city.
