It's something like that. Usually first is troops inside then resources inside. Then buildings, then troops outside.

Edit: I said "if he has less scouts than you.." actually, even if he has 500 scouts and you send 250, i believe you will at least see how many troops they have inside and nothing else. But if you send 250 and they have 250, you might see troops inside and building levels but not troops outside. Not sure of the statistics tho

You build up a load of scouts then attack a city with just scouts or with troops and if they have less scouts than what you send, you will be able to see troops inside, building levels, resources and troops outside.. Depending on how many he has, you might only be able to see one of those from that list..
