Scouts cannot be "killed," only "captured." Only Scouts can "capture" enemy Scouts. To capture enemy Scouts, attackings Scouts must have a numerical superiority. Defending Scouts need either a numerical superiority or a defensive modifier (behind walls, for example).

If you scout/attack a city with NO walls and there are 100 level 1 enemy Scouts in the city, you need to attack with 101 level 1 Scouts of your own. In this example, you have a numerical advantage of 1 Scout, who would survive and report back to you.

In the mid to late game, it is not uncommon to find 600+ level 2 or 3 Scouts resident in an enemy city, behind a level 25 Wall. It would take 1,000+ level 2 or 3 Scouts to successfully Scout that enemy city, or you come buy an Instant Spy.

You have to send enough scouts that they'll return. So for a city with 10 scouts in it, I'd send at least 11. Send enough that you'll know that some will come back. Like in my two big worlds, I have about 600 in each

Actually when you attack a city with scouts only
The defending city will kill your scouts,if they have some there(depends on how many you send or how many he has)
But when you attack city with some scouts and other troops,other troops will definitely try to kill evry type of troops including the scouts(that is why your 13 scouts died)

On rare occasion, when all the planets line up and Ares is looking with favor on the moon of Neptune, attacking scouts will kill defending ones. Basically if I have a huge number of scouts, morale is 100, luck is +23 or +24 or +25 or another high number, and they have a tiny amount of scouts, I will kill minimal scouts. Like 2 or 3. At least, that's what's happened to me before.

To kill defending scouts, you require troops other than scouts or war machines. Scouts have a defence values that will add into the defence points pool when attacked. To kill attacking scouts, you need your own scouts too. Only defending scouts can kill attacking ones. How it is calculated I'm not too sure.
