A city starts with loyalty of 100. For each attack against a city that contains a scholar, the loyalty drops 20-30 points. It doesn't matter how many scholars are in one particular attack (one attack is one launch from one city). Cities gain loyalty back at 2-4 points per hour. An attack that drops the loyalty to 0 consumes the scholar and the city becomes yours (and loyalty in your new city starts at 25). However, if you lose more than 1/2 your army in an attack, the scholar is lost (and no loyalty drop). If you launch multiple simultaneous attacks against a city, and more than one attack contains a scholar, any attacks after the city is yours are still considered attacks against the city. If the attack drops the loyalty less than 25, the loyalty of your city drops accordingly (below 25). If, however, the loyalty drops more than 25, the scholar is also consumed (and loyalty in your new city stays at 25).
