AI controls it. However it seems random. It builds to 10k then stops. And population limit does not seem to apply though

At what rate do they build? Is the rate just random, or is it affected by farming or closeness to players? How is it decided what they build?

The point is that there's no player to controll those cities, which means there's no one to actually build those buildings...
