Morale is also determined by the points gap between the attacker and the target. That is why you are getting 80%. Try attacking a target closer to you own points. Your morale should go back up to 100%. When I attack small barb cities I get a morale of 39% regardless of whether I have ever attacked them or not. When I target a player who is around half my attacking city points then my morale goes back up 100%. I get this same behavior with morale for every attack. If your morale is truly stuck at 80% even when you are attacking a target close to your points then that is a bug.

My apologies on the loyalty recovery rate. It is indeed variable dependent on the world.

I am not confusing loyalty and morale. I am aware that they are two distinct and independent gameplay elements. Loyalty seems pretty simply to understand. Morale seems far more complex.
It is true that I have been attacking the same 5 inactive players over and over again. I'll try to vary it up some. I'm so worries about my morale lowering further that I'm actually only attacking barbarian cities now. How do I get my morale back up? Any time I prepare to attack a player, the ore battle screen indicates an 80% morale. It's been stuck at that for a while and I can't seem to raise it.

Morale will drop if you target te same city frequently and within a certain amount of time.
Try to vary the cities that you are farming. Don't just attack the same 5 places.

Runey does have the loyalty Partially correct. Loyalty recovers at a rate set on your world. It can vary. I know some have it at 5 per hour others more others less.
I was told that you can generate loyalty faster by launching counter attacks, but this is a very risky tactic. I've never tried it and I can't remember where my source was to cite it. I'll take a look and see if I can verify this.

Morale will change for each different target you attack. I think you are confusing morale with loyalty. They are two different things. Morale impacts how effective your troops are in battle. So a morale of 90 means your troops only fight to 90% of their ability. Loyalty determines how close you are to having your city taken. It will recover automatically at 3 per hour.

I was under the impression that attacking inactive players would not cause a moral drop. Is this assumption wrong?
And what am I supposed to do to get my moral back up?

The bigger the difference between your points, of the attacking city I think, and the target the worse your morale will be.

I am only attacking barbarian cities and inactive players, so why does my morale keep dropping? It's at 82% now. I can't really attack anyone around my points because they are all either in my guild or allies, and I am ranked in the top 10...
