Also you have to send each scholar in different waves. If you send more than one in a wave it will only count as one. So if you send five you need to send five different waves.

You're going to want to make sure you send troops with your scholar, whenever you send it to attack a city. This will greatly decrease the chances of your scholar dying in an attack before fully conquering a city, effectively wasting the scholar.

Build an Academy; buy Scholarships; educate a scholar with the amount of required scholarships; Attack a city with a scholar until the city's loyalty reduces to zero. (usually takes 4 or 5 times) At that point the city is conquered and you lose your scholar to the city.
