It be # 2 as your guild mates are already inside supporting your city

Troops outside would be your own troops either out farming or supporting one of your own cities or a guild members

I got a question that has been a debate, what does "Units outside the city" means?

1) Supporting units from other players that are positioned in front of your city to defend it

or

2) Troops from your city that you have sent out to Farm, Attack or Support?

Sorry, 90% is for troops outside of the city. 75% for building info and 50% for resource info.

Like what tooltip said, a certain percentage of your scouts need to survive in order to get certain info. You get the troops in city no matter how many scouts survive as long as 1 did, for buildings I think it's 90% of scouts need to survive.

For 1 Tier worlds, scout reports depend on the percentage of your surviving scouts.

Ok two questions- first, what are the exact specifications when scouting in a 1 tier world- basically, how is that sometimes I scout and see troop levels and other times I see troops, buildings and units outside.. Obviously it has to do with how many I send and how many the target city has. Second, my crew bounces to different worlds together and we try to join at different regions- why is it that if I pick a certain territory to enter, it chooses somewhere I didn't want to go? Like if I choose NW I get R22, weird. It would be great if we could choose an actual region to enter in, for strategy purposes. So exactly how does entering a world work? What are all the specs? Does it spiral out from the center as the world fills up? It'd be great to know this, or at least a more complex tutorial instead of making us all just figure everything out on our own.
