1. He sure can! And he probably will, if the city is well defended! Make sure you clear out defenses before sending your scholar, and also make sure your scholar is sent with a decent number of attacking troops. There presence will increase his likelihood of survival.
2. Walls are mainly a boost to troops defending a city. If there are no troops in the city, walls do not do much. It is not necessary for you to bring down the city walls before sending your scholar, but it may be necessary to bring them down, so that your troops will have an easier time overcoming the city's defensive troops.
