No on the map it changes as the city level grows, u have basic hut, 2k = roundhut, 6k = small town, 10k = castle, 40k = castle with moat. It's the collective points value of the city not the level of the city hall

I know that the city hall changes from small village to castle and so on,on the map every five or so levels but I am at the highest it will go at lvl30 but it didn't change. Is this because every thing has to be at max lvl for the last castle upgrade?
