It's called scouting, and you use scouts in order to see what anothercity has inside of it. Some worlds will allow for 3 levels of research which, if fully researched, scouts can give information on what buildings are there, the amount of troops inside the city and the amount of troops outside the city. If the world does not allow for more than 1 level of research, then the scouts can only report back the buildings that are in place. The trick about scouting is that you need to send more scouts than he defending city has in order to receive a scout report.
