They dont have to be an ally.

There are three types of diplomacy.

1 - Enemy = Red
2 - Blue = Ally
3 - Purple - NAP (Non Aggression Pact)

The NAP is basically saying, we arent friends, but we arent enemies.

They're some cities that are the cyan color and they're not my guild allies. How is this?

They are your guild members, the cyan colors are from your guild allies, the reds are your enemies.
