I've had numerous cities where I've sent 5 attack waves and the city fell on the 4th wave. The 5th scholar will either lower the starting loyalty from 25% down to 5% or so (thereby expanding the time it is recovering) or will take the city over again which loses me that scholar.
I've also had more than a couple cities that I've attacked with a guildmate (either together or unknowingly). He takes it, then I take it, then his next wave hits and he takes it, etc.
You can't *send* an attack at a guild mate. But once it is en route then it will hit.
