It seems that you can only send 25 attacks at any one point in time, including just scouting or a full blown attack.

Whenever you send troops to attack or support a city, a commander is sent with your troops. Your commander returns when one of your battalions returns home. If you support too many cities, you'll eventually run out of commanders to use in your attacks

If you are not supporting any other cities and there isno troop movement, it's probably a bug and you should submit a ticket..

A commander is used for every city you support.

Just wanna check, I've been having this problem when I'm doing an attack, the following error message gets prompted, even though all my army is at home.

"All of your troop commanders had been sent out"

I'm not too sure if it's a server-wide problem though, but it sure is frustrating trying to coordinate an attack.
