These are the troops that were recruited in this city, but are currently in other cities for support or are in transit from another location.
The commands menu wouldnt list them as the attacker has no control over them
The defender would have to recall them before they would become useful again.

It is mentioned in after action reports , but I do not see ant mention off it in the commands menu.
