Karl: Yes.
You need 1 scholarship for level 1. 3 for level 2. 6 for level 3. 10 for level 4. Etc.
Basically you need to purchase the number of scholarships equal to the scholar level you are trying to reach in order to train the next scholar.
Examples:
Level 0 scholar -> Level 1 scholar: Purchase 1 scholarship = 1 scholar able to be educated.
Level 1 scholar -> Level 2 scholar: Purchase 2 scholarships (2 purchased + 1 purchased previously for level 1 = 3 scholarships total) = 1 additional scholar able to be educated.
Level 2 scholar -> Level 3 scholar: Purchase 3 scholarships (3 purchased + 3 purchased previously for levels 1 & 2 = 6 scholarships total) = 1 additional scholar able to be educated.
Etc.
