There are units that can attack the buildings within a city.

Rams will attack the city walls and lower their level
Ballistas can be used to target any building within a city to lower its level. Both of which can be built using the workshop

What level wall does that city have? Even with no troops a wall by itself can be strong enough to kill off units.
