You conquer cities by sending scholars to attack the city. You build scholars at the Academy. Sending a scholar to attack a city will lower its loyalty. Track the loyalty loss of each city in your attack reports. Once you have successfully lowered the city's loyalty to 0, you gain control of the city. Make sure you send an adequate amount of troops with your scholar when he attacks so he will be protected from the city's defenses.
