I don't think, winning attacks or losing troops effects morale.

Morale is a system that attempts to deter players from attacking weaker players by penalizing unit stats.

Morale could not do that if you have to win attacks and not loose troops as a weaker player.

1.) You lose morale for attacking player cities with less points than yours
2.) You gain morale for attacking player cities with more points than yours.
3.) You lose morale for attacking the same city over and over.
4.) You gain morale for attacking different cities.

To gain morale you have to win when attacking other cities. If you loose then you will loose morale. Also when you win, if you loose a lot of troops then your morale will drop. Try farming some low point cities around you to gain some morale.
