To spy you do the same thing as attack, only make sure that you have spies in your attacking force.
Spies will give you city details after attacking in the battle report and will also do this if you send them with scholars or any other troop to the city.
Typically however, if you send spies to attack a city without supporting troops, they will suffer no loses (unless there are enemy spies in that city, in which cause, the spies will fight each other)
