Loyalty is based on a scale of 0 - 100. You only regain loyatly with time. If you click on the "Info" button on the world screen it will let you know how much loyalty is regenerated (how many points per hour) in that specific world (it changes by world).

yes you need to buy scholarships
The cost for scholar keeps on adding
Like you need 1 for first,2 for second and so on..
Loyalty-it is about belief of people on you as a king, in simple words.
it increases 3-4 per hour based on your world till it gets 100.

Sorry but i just dont get it.
2,3 or 4 what? loyalty? can i use more than 1 scholarship per scholars?
do i need to buy a scholarship before buying a scholar?

It gains automatic loyalty per hour, either 2,3, or 4 depending on world. Scholarships are bought so you can build scholars.

How do i then gain more loyalty in my new city?
and whare are the scholarships used for?

A city starts with loyalty of 100. For each attack against a city that contains a scholar, the loyalty drops 20-30 points. It doesn't matter how many scholars are in one particular attack (one attack is one launch from one city). Cities gain loyalty back at 2-4 points per hour. An attack that drops the loyalty to 0 consumes the scholar and the city becomes yours (and loyalty in your new city starts at 25). However, if you lose more than 1/2 your army in an attack, the scholar is lost (and no loyalty drop). If you launch multiple simultaneous attacks against a city, and more than one attack contains a scholar, any attacks after the city is yours are still considered attacks against the city. If the attack drops the loyalty less than 25, the loyalty of your city drops accordingly (below 25). If, however, the loyalty drops more than 25, the scholar is also consumed (and loyalty in your new city stays at 25).

When conquering a city with a scholar do you lose that scholar when you do?
