I have to agree with MaterMEEDO. Support was prolly already in the city when the player barbed. When you attacked, the player with the imbedded support received a tripwire report.

You can't send support or tripwires to anyone not in your guild

If by NPC you mean a barb, then the only way I can explain this is if the barb was a player who quit and gave it up, and he had support prior to him leaving. If the player quits and barbs out, the support troops outside stay there. If the barb was always a barb, and someone had a tripwire, then I'm not sure what's going.
