I'm telling ya I play on a6 and I have cities hours away with no resources left it comes in handy to send a ton of resources at a time it's all about logistics

my bad, didnt notice error in my earlier statement till now.more merchants are given at higher upgrades.

by upgrading your market.each level upgrade of your market gives 1 additional merchant

How do I get a second merchant ?

To clarify Trade and Send are two different features.

Trade is available immediately, but requires offers to be prepared by one city and accepted by another. There is also a trade ratio cap.

Send is available after 14 days, but does not require offers to be prepared. There is no trade ratio, since it is one way

Yes you can send resources to any city in the world that you choose. Just be careful once sent you can NOT recall merchants if you hit the wrong coordinates

So... Is it possible to trade with yourself, using 2 cities?

I have lvl 25 markets in all of my cities. Being able to shuttle 100k resources to newly conquered cities is very handy. The difference in troops I can keep is, in my opinion, negligible.
