The strategy is typically referred to as a 'tripwire'.
If you send troops to a city of a fellow guild member, you send it as 'support', not 'attack'. They stay there until you recall them or are sent back by the other player. When you have troops in another city as support, and the city gets attacked, those troops help in defending the city. Also, you receive an e-mail stating that the city was attacked. I find that a good strategy is to send 4 lancers instead of a scout. This gives you extra information at a minimal cost. If you are notified that you lost 1 lancer, the city's defensive troops were reduced by 25%. If you are told that all 4 lancers were lost, that means that the defenses in the city were wiped out.
