Sometimes we exit the guild to be able to attack cities that a guild mate has abandoned so that the guild retains the city. Other times, we switch guilds to see if we can become allies. An easier fix wld be if you switch from one guild to another, all support from the old guild is automatically withdrawn.

I do agree that it is way too easy to switch between guilds without any sort of penalty.

I will bring this idea to our design team for possibly ideas we have for this.

I have seen players hop back and forth between guilds in the middle of a guild war to pick up support from others. To reflect reality, doing this should cost loyalty at every city in your empire. Perhaps each jump in a 7 day period would cost every city 5 points. If that causes a city to go below 0, it would go barbarian.
