if u chaos with 1 lancer it will die 100% of the time making it so that the unit doesnt return so there would be no disease brought back making that point obsolete.

I think your right. To be honest that is a better idea than mine if it would be incorperated into the game. Going with that you could even do the same thing with rats.

As I said, picking up a disease by traveling is luck, and not exactly warfare.

If I recal history correctly, didn't someone use catapults to send infected corpses over the walls and into a city.

Yeah imagine the lancer that was use for chaos bringing back a disease to his city and killing 5000 guards...good idea...

Sorry i didnt say this before but once there was an infection the city could not be infected by that region again.

Imagine it like in the medeval times when someone foreign came into contact with another group of people. Both would introduce a disease that the opposite had no immunities to it, it would cause so many fatalities until it was whittled down to the population that had some form of resistance to it. Call it small pox- if a city that had bad luck was attacked within, say 3 days the attacker would catch it more likely no matter where rhey were from.

If its based on luck, it not exactly biological warfare.

This can be harmful to the poor sap who has troops retuning from a long distance attack. Not only does the poor sap have 20 attacks incoming, bad luck causes 10% of all troops in the city to die.

What happens if multiple return waves are infected?

How about if an attack goes out to a forein city that is relativey far away there is a possibilty of bringing back a disease to the original city that would kill so many troops. This could be helpful to the poor sap getting hit by 20 attacks from all around. And it would have to be if the city was at least 2 regions away from the attacker and would be effective relative to luck. Ex. Attacker has +10 luck- nothing is brought back. But if they have say -10 luck it will kill off 10% if the troops in their city when the troops returned.
