Because is a war game, not a collectors game. That happens in real life, and in real life big kingdoms are also difficut to defend. In valor once you are Over a critical mass, it becomes a mechanical collection of cities. Over 100 cities, nobody attacks you anymore, that is why all postplayers get bored and leave.
Making it more dificult to expand. And making more dificult as bigger you get makes it interesting. You could keep playing the same world for the longest time.
Also anoying is inactive players leaving the cities to their guild mates. Again no competition herr
