It takes 30 days after most recent world activity and it's a barb.

They have those cities for people that restart in a world. When they restart they get a city with 1,085 points. After a while they become a barbarian city. It takes a few months before they start to become barbarian cities.

I do think something should be done about these cities. Maybe something in the game's programming that autmoatically abandons a world if a player has no cities at 15000 points after 75 days, or something along thise lines. Id rather attack a barbarian city, and the lord####### cities seem such a waste.
