I like this idea. It may also encourage people to buy and use them more.

When there is an excess of time left on the "Reduce Production Time by X" it will be carried over to the next production in queue.

It can make people want to buy extended queues to make full use of it. May also increase in-game store buyers.

Just a suggestion. :)
