I have a suggestion. Put a small icon on the top or bottom. Make it static so it shows up on any screen. This will be your current target.
The current target works like this: you go to the map and select any city. Now select "make this your target"
Now, no matter what you do, this city stays as your current target. If you go to give orders you can select the troops, then click on the "send to current target" button, then select attack or support. Or you can go to market, select minerals and push "send to target".
You can do this in all if your cities. The current target does not change until you change it.
