Ideas for things they could do: increase the time it takes to create a unit, assassinate units, decrease resource production rate...
I was toying around with ideas, perhaps saboteurs reduce resource production rates by a fixed amount, say 15%. The number of saboteurs determines how long the resource production rate drops in minutes and you have to choose which resource is affected.
An example: if 60 rouges/saboteurs successfully attack a city with a level 30 quarry, they drop the resource production rate from 6000 to 5100 for one hour.
Not sure how overpowered the concept is, but it might work.
