Ok, this is for the end game. You may have worlds populated by a few dozen, each having hundreds of cities, with more worlds resembling that every month. Make an endgame world.
Once you have people reaching two hundred cities, announce an "apocalypse" per say, giving a month notification. Once that time is up, you move those who have 100 or more cities to a world where you consolidate all those with over 100 cities. In this new world you create a new zone, and each player gets an ultra-city for every 50 or 100 cities they owned. They can be surrounded by an assortment of barbarian cities or targets. This ultra city will start out better than a maxed out city upgrade able to be rediculous, and may have new units.
Using this manner, players will stay competitive and will still invest in gold in order not to fall behind in this new world.
