I believe this is to encourage you to attack player cities, which grow faster, as opposed to barbarian cities.

Could the barbarian cities grow faster? It would be nice to have the cities grow faster. They are so out dated, I have 4k and and they are still on 1100pts, they should at least be 2k pts. I think they should grow 1.5 times faster.
Could this be done?
If not why.

It would be nice cities to farm on. Also they don't really grow, still in 700 resource capacity. And since your in 5 or 8k, it doesn't help.
