Ideas for things they could do: increase the time it takes to create a unit, assassinate units, decrease resource production rate...

I was toying around with ideas, perhaps saboteurs reduce resource production rates by a fixed amount, say 15%. The number of saboteurs determines how long the resource production rate drops in minutes and you have to choose which resource is affected.

An example: if 60 rouges/saboteurs successfully attack a city with a level 30 quarry, they drop the resource production rate from 6000 to 5100 for one hour.

Not sure how overpowered the concept is, but it might work.

I think sabatuers could be an interesting game addition. They would sneak into the city only attackable by other sabatuers (like scouts) then poison your enemies, mess with thier stuff etc. Lowering thier defence just a little. They would have to be expensive to recruit say 300 per recourse 2-3 population. And only lower defense by maybe 2-3 percent. Id like to here some thoughts on my rough idea.
