I agree, a much needed feature is the ability to let the other city "control" your supporting troops, but yet retain the ability to override their orders.

You might want to do a search as this idea comes up often. It sounds great on the surface, but there are a lot of really, really big negatives associated with it.

I should be able to send troops to one of my cities and have them become part of that city. That way can attack from any of my own cities
