This is an even better idea: Put icons to both worlds and cities (entry screen).

Practically, since you have multiple cities in every world, those icons would always be on.

If you have 10 worlds it is tiresome to check every world to see if city/soldier/research/... is finished and needs new commands. The push notification is not useful after sometime. The need for attention is only shown in the main application icon.

So, why not create a set of icons, each representing a need, to be shown over every planet view?
