Deployment versus support
Being able to move troops to a city versus just supporting the city would allow for much better support. City deployed to would of course have to be able to feed the troops.

Alliance support
How is a 25 man guild expected to withstand an attack by 15 guild alliance. Allies should be able to support one another. It doesn't make sense when multiple guilds can attack a player but multiple guilds can't support him.
