I guess that's true if you use the graphic presentation of the city but many of us prefer not to. Interesting, I have never played with the graphical city off, and until a minute ago I had never turned it off. I sort of assumed it would just change into a list of buildings, but that is not the case...

Perhaps we will not be able to build academies inside of barbarian cities.

Perhaps conquering a barbarian city will require repeated attacks and not a scholar.

It is difficult to tell how much of the lore is a hint, and how much is just flourish meant to make the reading more entertaining.
